This will be useful to beginners to learn about OpenCV. Sign language translator is basically getting English translations of hand signs done by disabled people or some emergency signs. this will allow users to capture gestures from real time video.

@Niketkumardheeryan assign this to me under GSSoC'24 with assigning level to it.
