Custom Command Metadata #5

The bot should load up preferably .json files that contain all the information about each Module's command. This would be useful for changing a command or permission without having to recompile the bot, only restarting it.

Adding the possibility to load this data from the database, and even potentially modify it via commands would be bonus points.

Reopening to look into the capability of doing this in Remora / Remora.Commands.
