Update VndbFilters.cs - Released-Standardization #42

The released filter didn't allow all values accepted by the vndb API. It could not take "TBA" or null. These both represent different values in the API, but i'm not entirely sure what the difference between them are...

This isn't exactly the cleanest code, and the statement of the PR is even truer than expected, refer to this commit
