Support new User Lists #56

There are new commands to allow custom lists, including custom levels of privacy on the lists.

The old ways of handling user lists still exist and are in a rather degraded form still accessible, but they should be replaced with the new way of handling user lists in the event that they are removed or accidently broken in the future.
