[Options] Prevent toggle flickering when opening options page #247

The toggles all start in the 'off' position and quickly change to 'on'. A solution could be to add a very short fade-in animation to the page, where it has a short black-screen before it lifts.

This really only is noticeable if the page is manually reloaded, it is not visible when the page is opened the first time
