TGP: Set laser limits for LANTIRN #403

According to f-16.net, max is 12,000ft. Needs an investigation to figure if different pods have different laser specs and which ones, then possibly implement on ours.

The laser can be armed below 25000ft The laser can range for up to 13.2nm For LANTIRN Paveway I its 12000ft For LANTIRN Paveway II its 16000ft

I guess the seeker in II is more sensitive and can see the laser spot from further afar.
