Add TOC to README #3

Do a quick review of the readme and add a TOC to it that includes links to Beginner's Guide and FAQ which currently reference the original repo's wiki (and we should consider porting those here and possibly just putting them in the README - it's usually easier to scroll than go read a wiki).
