price imports from different/configurable regions #13

For people in 0.0 sometimes its more important to keep streamline their 
production related to the local market.
Importing and exporting to Jita isn't always viable

I will be adding skills (now everything is considered at 5) with blueprint 
invention on quick calculator tab. It should not be hard to add region too. 

I still consider moving skills and region to preferences tab, so it would not 
get lost, but that only for logged users.
