Tweak Poor Ores to Drop Their Nugget Instead of Ore #221

Idea taken from recent work on TWBB, It'd be neat to have the poor ores drop their nugget drops instead of themselves. This will most likely require the inclusion of the BlockProperties mod.

It seems Poor Coal Ore and any of the Poor Metallurgy Utility Ores drop their item(s) directly already. I may tweak them regardless for consistency, but I feel like it should be noted that Poor Ores already does do this for some ores.

Also, if we're going to be making changes to Poor Ores, maybe we can make it so that they drop ores by default, rather than adding Block Properties.
