Rebalance Things That Bypass Harvest Levels #238

These are the things that bypass or ignore harvest levels, and therefore break progression. We need to re-balance these into the pack's overall progression.

[x] Thaumcraft Equal Trade Wand Focus
[x] Botania Bore Lens
[x] Extra Utilities Ender Quarry
[x] Thaumcraft Arcane Bore
