Implement something that allows users to create request types (information vs. item request vs. places {NYUSH, NYUAD, NYUNY, other}, etc.)

We're going to worry about locations later. For now, we're adding a drop-down menu with choices called "Category" which a user fills when adding an item to their inventory. People can do searches on items based on the category. We'll worry about request tagging and request categories later. (This is coming with Drone Build 22)
