Use pyproject.toml and build

[Esgrove]

• Replace setup.cfg with pyproject.toml, which is the current standard
• Replace setup.py and setuptools with build, using setuptools directly is deprecated
• Update shell scripts
• Update readme instructions
• Recompile requirements.txt with uv, updating dependencies
