Add a welcome bot #127

Is your feature request related to a problem? Please describe. This bot would help a first time contributor so that that contributor can follow this project's contribution guidelines.We can link our issue template, pull request template and code of conduct here.It will contain newIssue Welcome comment, newPR Welcome comment, firstPR welcome comment,etc.

We can use a GitHub App built with probot that welcomes new users when they open their first issue. You can use this welcome message to provide links to resources like the contributing guidelines, code of conduct, etc. It should be located in a .github/config.yml

I would like to implement this as a part of CrossWoc 2021.

@m-code12 could please don't mind that I have discussed this idea with @Nivedita967 yesterday night. she said to raise the issue. when came to create an issue I have seen your issue. Can you please confirm that you only create a welcome bot? or open up an issue or pull-request also?

@m-code12 but I have discussed with @Nivedita967 before creating the issue yesterday night. So you can create a welcome bot. I will create open up an issue or pull-request templates. is it okay for you!

Yeah @deephunt3r You can go ahead and create an issue for PR and issue template. Works for me.
