ci: fix incorrect runs-on and enable nixos tests #124

Now it actually does something... I had this copied over from gitea.

Might make sense to use cachix for dependencies such as nixfmt.

I still prefer we have an entrypoint tests to do tests.vm-basic rather than vm-basic directly if possible.

~Not sure how to do this with nix-build. Doing it manually seems error prone because it's easy to forget to update the CI when updating a test.~ I restored the entry-point.
