Redirect Zulip CoC/deescalation to the NCA's repo #157

The Nix Constitutional Assembly (NCA) has its own repo since recently. We moved the CoC and deescalation docs there, unchanged for now, so that everything is in one place and we can update it as necessary.

This PR redirects these documents to their new place.
