Merged https://github.com/NixOS/nix.dev/pull/482 with a new budget

Google sets a soft limit of 15k$ on the budget, and we're exceeding it because the project doesn't make much sense otherwise. I think we have a strong overall proposal and the justification is sound. I'll move forward and post the application on the assumption that we're all committed to make it happen and will fill whatever remaining funding gap one way or another, given we get the grant.

Recapping status from foundation side -> We are working on a formal approval from the foundation which will hopefully be done by Tuesday. Putting it in writing as well, as this is urgent and critical I've given assurance that if needed flox/me will provide the funding gap so we are unblocked.
