download-from-binary-cache.pl is not failing soon enough for bad binary caches #811

I have 10.0.0.2 listed as a binary cache. When I'm not at home, I virtually can't do nixos-rebuild switch because it takes so long to timeout on the first binary cache. It takes minutes to time out and try the next binary cache. And that's per-package.
