Move installer tools to pkgs #102744

Issue description

Currently the installer tools are directly in the nixos tree. This is annoying when trying to override a package or pin it from another channel.

I've wanted this as well, seems kinda odd to have them hidden away like this. Although for compatibility, we may need to reference them from their current location as well.
