Expose `tsm` nodePackage #173165

Project description tsm is a way to run shebang typescript scripts.

If tsm is not installed globally, running such shebang will fail.

I'm fairly sure I used to be able to get it installed via pkgs.nodePackages.tsm, but not anymore.
