Issue description

The Tahoe-LAFS service is missing GC parameters.

Steps to reproduce

Look at the service definition.

Patches welcome. I haven't needed this yet.

Edit: That isn't to say that I won't do it, just that it's got a place in my backlog and many more things are ahead of it.
