ELK stack must be upgraded to 7.17.13 at least

Our current ELK stack has two problems:

• 7.x series ELK, whose EOL is unknown, slated for max(01/08/2023, 9.x series ELK launch date)
• Kibana relies on Node.js 16, 7.17.13 supports Node.js 18

For the upcoming release of NixOS 23.11, it is necessary to at least upgrade to 7.17.13, we plan to remove Node.js 16 completely.

Please pick up the pieces @offlinehacker @basvandijk for this release and let me know if you have any blocker.
