[printing] Add PPD driver for Dell-MFP-Laser-3115cn #27204

Issue description

Please turn the attached PPD driver for the Dell-MFP-Laser-3115cn [1] into something which can be pointed to in a CUPS configuration. Unmodified redistribution is permitted by the copyright holder.

I had to rename the file to .txt instead of the original .ppd, because GitHub doesn't allow one to upload ppd files.

Dell-MFP-Laser-3115cn.txt

nixpkgs/pkgs/misc/drivers/dell-3115cn would be a good place to put it.
