Package name: cudnn
JSON manifests: https://developer.download.nvidia.com/compute/cudnn/redist/
Backported manifest v3 format changes for:
- 8.5.0
- 8.6.0
- 8.7.0
- 8.8.0
- 8.8.1
- 8.9.0
- 8.9.1
- 8.9.3
- 8.9.4
- 8.9.5
- 8.9.6
- 8.9.7

This fixes the missing CUDA variants

Note 1: previously deliverables for 8.9.3 release were missing, that has been resolved
Note 2: there were two 8.9.5 releases (8.9.5.29 and 8.9.5.30 the new JSON is for the latter)
