Hey so this is indeed only an aarch64-darwin issue, because of this:
volk = if (stdenv.isDarwin && stdenv.isAarch64) then
(callPackage ../development/libraries/volk/2.5.0.nix { })
else
(callPackage ../development/libraries/volk { })
;
Ideally we should remove the volk 2.5 expression, and use the same volk version 3 in all platforms. I wrote the lines quoted above in the past to deal with issues discussed here:

While I don't have an aarch64-darwin machine available to debug such failures, and only have the PRs CI which is very slow for such testings... If you have the patience to debug this on your platform, it'd be great.
I just ran nix-build -E 'with import <nixpkgs> {}; callPackage ./default.nix {}'
successfully
in nixpkgs/pkgs/development/libraries/volk
and it gave me /nix/store/8l19fbchybsnc6nssz49rvpv9i90rlcb-volk-3.0.0
does that mean anything to you?
(to me it looks like volk3 would work but I may be missing something, like all the dependent builds I'm guessing)
