steam: un-decimate for 24.11 #352370

Issue description

https://github.com/NixOS/nixpkgs/pull/341219 has shown a couple of bugs and is likely to have some left that need broad user testing to find.

We really don't want to ship a broken steam on 24.11 though.

I proposed to partially revert this in https://github.com/NixOS/nixpkgs/pull/352004 but @K900 pointed out that this misses some details at which point I'm thinking of doing a clean revert instead.

@K900 proposed to revert this on 24.11 only after branch-off and keep the current status-quo on unstable until then which I find acceptable but needs coordination with the release managers I think (cc @RossComputerGuy @Mic92). This issue exists to record this and keep as a reminder in the 24.11 milestone.

@wegank is actually the second release-manager.
