add option enableOnBoot for virtualisation.libvirtd (like virtualisation.docker) #48910

Issue description

I would like to have libvirtd, but as socket, not as service. I use it, but not on regularly basis. So I would prefer that it only starts when I first connect to the libvirt daemon.

could possibly be called startWhenNeeded like sshd - https://github.com/NixOS/nixpkgs/blob/0bf2d63366cab1b006366831e581d52f5579090d/nixos/modules/services/networking/ssh/sshd.nix#L76-L84
