handle irregular frequencies in fill_gaps

The fill_gaps function wasn't able to handle frequencies that aren't fixed (in terms of seconds) like year, month, etc. This PR:

• Makes the handling of frequencies more robust
• Tests a broad range of frequencies
• Issues a warning when the filling looses any original values
