City of Threads count from GameEvent #596

Thanks for EXWIND for finding this change.

We now track count changes for this mob through GameEvent id.

The CriteriaTreeID (166028) for Xeph'itik (ID: 219984) has not changed, but the corresponding CriteriaID has. CriteriaTreeID: 166028’s corresponding CriteriaID changed from 69109 to 69968 in 11.0.2.55959.
