You basically need direct line of sight onto the blockspace you're placing a block on in order for NCP to allow the block to be placed. Meaning that if you place a block against a ladder or carpet or any non-full block at an odd angle so that the block would end up placing outside of your direct line of sight you won't be able to place it while you should.

No, still using Mark's config.
