Move to `/government` #3

Great minds and all that.

I was actually working to stand something similar up within http://github.com/government, e.g., /governemnt/procurement to serve as a shared resource for contracting language around open source, open data, etc.

Rather than making it an @cfpb (or a @NoahKunin) curated effort, may make sense to think bigger and combine forces. You/CFPB can still get the credit, but some of the responsibility / upkeep / liability can be spread across the community.

Not to mention, thinking bigger, bigger reach, and all that.

Know it's still an early stage, so may make sense to hold off a bit, but any interest? I believe @gbinal has some language he was looking to add in as well.

And while we eventually might publish under @cfpb, that would be a part of our specific procurement/vendor/doing business with the Bureau outreach efforts (yes, that's a real thing) and not under a "best practices for government" banner.
