Make the shoutbox window "detachable" #8

What I mean is a button to detach it from the default location and be movable so a user can place it wherever the user wants. Should be saved per user.

Might be possible in the future, but not in the current state of NodeBB. @psychobunny will be implementing a "widget" kind of thing in the future. Plugins can be defined as widgets and be placed on various locations on the page, defined on the admin page. This could possibly be "hacked" to allow doing this per user.

But for now, not possible ;)
