Figure out a more graceful way to truncate citations #2

Currently if a comment is longer than maximum length allowed the user is notified but no citation is posted. Not sure what to do. Make try and post a link to a website that contains the requested test?

This seems more complicated a thing than I really want to implement. So I am going to punt it for now.
