Please maintain ChangeLog #280

Hi,

Please continue maintaining the ChangeLog and add ChangeLog for 0.94 (update 
the tarball)

Or Packagers don't know what have been updated/fixed in this release. 

Then it'll be hard to persuade users to try this version.

and since you have split brise from librime, you have to maintain separate 
ChangeLogs for both of them

there is a ChangeLog for each archlinux package:

better move these files to their owning repos.
