Industrial steam engine produces only 32 Eu/t or 128 Eu/t with 2A dynamo hatches LV/MV. #722

What Happened

Industrial steam engine is capable of production up to MV (so 511Eu/t is limit) but somehow with 2A LV dynamo hatch it only produces 32Eu/t instead of 64Eu/t. This same case with MV 2A dynamo hatch that produces 128Eu/t instead of 256Eu/t (checked on singleplayer world). This issue doesn't allow to power MV EBF with 2 LV industrial steam engine.

Expected Behavior

Industrial steam engine should output 64Eu/t (LV dynamo hatch) and 258Eu/t (MV dynamo hatch).

Reproduction Steps

  1. Place functional industrial steam engine
  2. Check power production with LV and MV hatch
