I build a 4A EV energy hatch and installed it in a large chemical reactor - the machines then showed that it can use up to 8192 EU/t for overclocking (IV) but only process recipes up to EV. When using 2x the normal (2A) EV energy hatches the machine can process IV recipes. The quest (or a dedicated info quest) should explain that these 4A energy hatches won't allow higher tier recipes but just allow better overclocking.
