Bump required VS Code version to ^1.86 #555

This is required since we will not bundle Slang, requiring at least GLIBC 2.28, see https://github.com/NomicFoundation/slang/pull/909.

"Add label to new issue" seems to be failing with 403, "Resource not accessible by integration". Maybe a bad key?
