in this PR I set up some basic infrastructure:

ci workflow (via GitHub Actions)
pre-commit hooks for a consistent code style
update of code environment with more essential packages that we'll need
data downloading flow (I separately uploaded the data we will use to GIN, see #3)
some more documentation about all of the above
