Move milestone after approval #161

Now that Terrain has been updated to include the 'Award' step, the Milestone report needs to be updated to move a youth member forward to the next milestone after the milestone has been approved, not awarded. In Terrain, I can see a Scout that has their milestone 1 approved, but not awarded, with leads and assists at milestone 2. I'd like this to be reflected in the Milestone report
