Categories list should be sourced from database #377

The categories listed in /signup-citizen are hard-coded. These are the categories we have settled on, but they need to be source from the database instead.

Acceptance criteria:

Add an initial http call to the categories enpoint to get the categories
The categories to choose from in singup-citizen (interests) are not hard coded
