#12: Added CMIP6 SpAer code #13

SpAer code which was used in CMIP6, e.g. in piClim-SpAer2014 has been added. Also some not yet used code fo IRF-RFMIP is included, which is inactive unless requested through the set-up file preprocessorDefinitions.h.

Before merging with cam_cesm2.1_rel_05-Nor, the follwoing must be fixed: The code does not give the same "answer" as piClim-SpAer2014 from last year when "#define SPAER" is activated and the model is set up with this in env_run.xml:

With "#undef SPAER" it works fine, however (compared to simulations with the OsloDev model version).
