Enforcing automatic download of AeroTab inputfiles #18

modification to enforce automatic download of AeroTab inputfiles. Files become now listed in CaseDocs/atm_in (not functional) and in cam.input_data_list (used to check download). Modified bld/namelist_files/namelist_definition.xml and cime_config/config_component.xml.
