which one should be the default branch? meaning of clm-Nor-dev? #15

I wonder, if another branch than master should be the default branch of this repository. No commits should be made to master, so which one should be the default?

clm-Nor-dev? Should we rename this one? Also we need an explanation for this branch in the readme.md

I would suggest that clm-Nor-dev is the default to make new commits to.

Currently answer changing changes should be submitted to clm-Nor-dev by default. Thus structure has been changed accordingly.
