Performance enhancement of FATES_nocomp mode #44

Testing illustrates that the FATES nocomp mode with the norman radiation is approximately three times slower than CLM5.1.

Alternatives to check are:

  1. Twostream model
  2. Deterministic forcing to reduce the number of cohorts.
  3. Alternative cohort fusing thresholds.
