Xml module load for NorESM2.0.X #568

There might be XML-LibXML module missing as a part of the new toolchains on Betzy, so 2.0 versions might not work properly.

@mvdebolskiy Sigma2 has installed them as hidden modules as reported by @IngoBethke @tjiputra You can check it using below: module --show_hidden spider libxml

    XML-LibXML/2.0207-GCCcore-11.3.0
    XML-LibXML/2.0208-GCCcore-12.2.0
    XML-LibXML/2.0209-GCCcore-12.3.0
    XML-LibXML/2.0210-GCCcore-13.3.0

we need to update env_mach_specific accordingly

Yeah, I know they are there. XML-libXML is just not getting loaded with the other modules as usual and has to loaded separatly. I'll make a PR to cime for the 2.0.9 tag.
