Add NorESM input data server #15

Add http://noresm.org/inputdata as a primary (i.e., before CESM) inputdata server. The entry should be:

  <server>
    <protocol>wget</protocol>
    <address>https://www.noresm.org/inputdata</address>
  </server>

This would restore the functionality from recent tags such as cime5.6.10_cesm2_1_rel_06-Nor_v1.06.
