Tool incorrectly sets max upgrade level

When checking both Max and Restrict, spawning items such as weapons and staves spawns items beyond their max upgrade level, for instance Greatsword is spawned at rank +50, when its max is +25, resulting in the weapon doing significantly less damage than it would at max rank.

They had no mods installed, including seamless coop?

And the Resources files are all vanilla? None of the item IDs are changed in the Resources/Items/Weapons folder? Or any of the other folders?

Does the upgrade level show the upgrade you receive on the weapon, or does it show the correct max upgrade level?

Yes, my friend's game was completely vanilla at the time, since he refused to install any mods. We both are 1.10 When using the Debug Tool, you get the lvl the UI shows, program shows lvl 50, you get lvl 50 weapon. But ofc the actual damage of the weapon is as if it was lvl1.

You'll have to gimme a bit, cause I just rebuilt my computer, and I don't have to tools readily available to check it if maybe somehow your params aren't correct.

The tools reads all of the values for upgrades from the game, and it's not behaving this way for me, so it's a bit hard to diagnose.
