Add cdo as a Galaxy tool #38

Do not necessarily add all the possible options but at least options to:

compute weighted average with fldmean (to generate global means)
statistical values (min, max, standard deviation, etc.)
select a geographical area (including single location to create timeseries)
select fields
transformation (dv2uv, uv2dv)
