armgcc uses wrong soft device version #8

pca20020_s132/armgcc/Makefile incorrectly references s312 version 2.0.0, which is not present in SDK 12.1.0. The Keil build infrastructure, as well as the official thingy_v1.1.0.HW_1.0.hex confirms that 3.0.0 is what's used.
