doc: add mkdocs and zooming framework files

Added files for the doc site framework. Mkdocs files for the doc site. Zoomin files and GitHub workflows for deployment using GitHub Actions.

after discussing, it would be prefer, if we wouldn't add custom.properties, mkdocs.yml, and tags.yml top level to all projects.

From what I understood, mkdocs requires that they are above the docs/ folder. One way to solve this would be what we did in the launcher: Put those meta files and docs/ into a top-level doc/ folder.

I you agree I will update shared to ignore these files and you will not get any warning
