Add mobile layout for web page.

NOJ does not have a mobile design currently. The target would be making NOJ easier to navigate on mobile.

我建議後續的流程可以是：

1. 編輯 Issue Description 於 todo list 加入想實做的內容
2. 儲存後，hover 至 todo item 即可 open issue，GitHub 會將其視為此 issue 的 child issue
3. 開 PR 時使用關鍵字 close or fix 來 link 到 child issue
4. PR merge 後該 child issue 以及此 issue 的 todo item 皆會被自動更改為完成

如此可以省去人工 maintain 這個列表，也更方便追蹤
